Staff Sergeant, after WW1?

Staff Sergeant, after WW1? Mike Perry has provided this photo from his family album, name not known. It was initially thought this might be a Colour Sargeant.

In 2013 Terry Muldoon (amateur Military Historian and a member of the National Rifle Association) provided the following details: The picture looks to me like that of a Colour (not Staff) Sergeant of the "Rifle Volunteers" http://en.wikipedia.org/wiki/Rifle_volunteers.

He also advised the medals are not military in origin but are shooting medals: two of them are clearly NRA shooting medals, and suggested the date for the picture is almost certainly pre-Great War.
